Biloshytska N. Administrative and legal bases of modernization of the strategic planning system in public administration

The object of research is public relations that arise in the field of state strategy of Ukraine. The purpose of the study is to obtain new scientific results aimed at improving the procedural order of investigative (search) actions that limit the inviolability of housing or other property of a person. The methodological basis of the dissertation is based on general scientific and special-scientific methods of scientific knowledge: dialectical, system-structural, structural-functional, comparative-legal, formal-legal, logical-semantic and logical-legal methods, as well as methods of system analysis, analysis and synthesis. . Theoretical and practical results, novelty: the scientific administrative-legal theoretical-methodical concept of modernization of the system of state strategizing in Ukraine is offered; from the standpoint of administrative and legal understanding, the category of "state strategy" is defined as an administrative and legal instrument of the state level and corresponding to the activities of public administration entities; the author's scientifically new definition of "administrative forecasting" as a situational prediction of the future is proposed; the concept of introduction of the newest technologies in administrative and legal maintenance of the state strategy is substantiated, formation and ways of realization of the "state information system of strategic planning" created by means of "register of documents" of strategy of all levels are offered. Degree of implementation: in research work - as a basis for further research on issues of administrative and legal support of strategic planning in public administration; in law-making activity - for improvement of the domestic legislation during preparation and specification of a number of legislative and by-laws of administrative and legal regulation of the state strategic planning; in law enforcement activities - in order to increase the effectiveness of state strategic planning in the regions. Scope of use: in the educational process - during the preparation of textbooks and manuals in the disciplines "Administrative Law" and "State Building and Local Self-Government"; they are already used in the course of classes in these disciplines at the Higher Education Institution "International University of Business and Law".
