Tishchenko V. Administrative and legal support for the protection of citizens’ rights and freedoms by the National Police of Ukraine

The object of the study is public relations, which are formed in the process of administrative and legal protection of the rights and freedoms of citizens by the National Police of Ukraine. The purpose of the dissertation is that on the basis of research of scientific views of scientists, normative legal acts of European law, international legal standards and norms of domestic legislation to form a systematic approach to understanding and solving in the administrative and legal protection of citizens' rights and freedoms. tasks and identify areas for improvement of such support, based on domestic and foreign experience. The methodological basis of the dissertation is the general provisions of epistemology, a set of modern general and special methods of scientific knowledge in accordance with the features of the subject, object, purpose and objectives of scientific work: dialectical, historical-legal, system-structural, comparative-legal, logical-semantic, formal -dogmatic, formal-logical, hermeneutic and sociological methods, as well as methods of system analysis, classification and grouping, statistical and documentary analysis, etc. Theoretical and practical results, novelty: on the basis of national and international standards the project of the Concept of administrative and legal maintenance of protection of the rights and freedoms of citizens in activity of National police is offered; a conceptual definition of the administrative activity of the National Police for the Protection of Citizens' Rights and Freedoms is proposed; on the basis of research of experience of administrative activity and interaction of police bodies of France, Germany, the USA and Canada in the field of administrative and legal maintenance of protection of the rights and freedoms of citizens by police bodies, expediency of its introduction in Ukraine is proved. Degree of implementation: in research work - as a basis for further research on issues of administrative and legal support for the protection of rights and freedoms of citizens in the activities of the National Police; in law-making activity - for improvement of the domestic legislation during preparation and specification of a number of legislative and by-laws of regulation of administrative activity of National police in the field of protection of the rights and freedoms of citizens; in law enforcement activities - in order to increase the effectiveness of protection of the rights and freedoms of citizens by the National Police. Scope: in the educational process - during the preparation of textbooks and manuals in the disciplines of "Administrative Law" and "Judiciary and Law Enforcement" (they are already used during classes in these disciplines at the Higher Education Institution "International University of Business and Law") .
