HRYVKO S. Mechanisms of state management of innovative development of the economy of Ukraine on the basis of clustering

The dissertation is devoted to the study of scientific and theoretical principles and the development of practical recommendations aimed at improving the mechanisms of public administration of innovative development of the economy of Ukraine on the basis of clustering. The conceptual and categorical apparatus of the subject field on the formation and implementation of mechanisms of state management of innovative economic development on the basis of clustering through the prism of objective justification of the role of innovation and scientific and technological progress at the present stage of economic development and prospects for using cluster model in such mechanisms. Thus, a number of definitions have been improved, namely: "mechanisms of state management of innovative economic development" and "cluster model of economic development". The peculiarities of using the cluster model in the formation of mechanisms of state management of innovative development of the economy are substantiated, in particular: interaction of all stakeholders of innovative development for transformation of knowledge into innovation; research on the demand for innovation; development of an effective mechanism, measures for the formation and implementation of innovations in the economy; support of the system of ensuring the implementation of the innovation process; commercialization of innovations due to the operation of relevant centers (technology parks, business incubators, etc.) and others. The author's classification of mechanisms of state management of innovative development of economy (normative-legal, organizational-institutional, financial-economic, information-communication and social-ecological) is presented. Based on the generalization of international practice of functioning of mechanisms of state management of innovative economic development on the basis of clustering of developed countries, scientific and practical approaches to its implementation in Ukraine are formed. The current state and peculiarities of the functioning of normative-legal, organizational-institutional and financial-economic mechanisms of state management of innovative development of the economy of Ukraine are characterized. Problems of formation and implementation of mechanisms of state management of innovative development of the economy of Ukraine are identified: lack of reliable statistical information on the level of innovative activity of economic entities and indicators of innovative economic development; lack of an effective mechanism for analytical diagnostics on the level of effectiveness of financing measures for innovative economic development; lack of proper innovation infrastructure and institutional platform for implementing the principles of clustering in the economy of Ukraine.
