KHALIMON P. Mechanisms of state regulation of land relations in the conditions of decentralization

The dissertation is devoted to the study of scientific and theoretical principles and the development of practical recommendations aimed at improving the mechanisms of state regulation of land relations in the context of decentralization. The corresponding conceptual and categorical apparatus is developed in the work, the system of mechanisms of the state regulation of land relations in the conditions of decentralization is offered and their general characteristic is given. The classification of land relations in the conditions of decentralization and systematic analysis of conditions for their formation under the influence of a set of institutional determinants that are dialectically and correlationally and manifest themselves in the functioning of social institutions, identifying rules and restrictions for participants in land relations. The relevance of the formation of land relations of innovative content and quality is substantiated, taking into account the requirements of modern science of public administration and legitimate legislation. The main task of the presented transformations is to create optimal conditions for significant growth of socio-ecological, innovation-investment and production-economic potentials of the land. Institutional determinants of formation of effective mechanisms of state regulation of land relations in the conditions of decentralization are focused on the establishment of qualitative interaction: regulatory framework; regulators of land relations, which are related to the law socio-environmental and economic restrictions and incentives; systems of institutional support for the regulation of land relations and land market development, taking into account the functions of government at all levels of government; organizational procedures related to the implementation of inter-entity land relations. The expediency and formalized content of the author's organizational and functional model of improvement of mechanisms of state regulation of land relations in the conditions of decentralization are substantiated. To address the problems of state regulation of land relations in Ukraine in the context of decentralization, a comprehensive mechanism has been interpreted, which includes regulatory, organizational, administrative, financial and economic, environmental and land ownership mechanism, which are in close cooperation based on principles, functions, tools and methods of different management levels.
