Ishchenko L. Administrative and jurisdictional activity of the police in Ukraine

The dissertation research is devoted to a comprehensive study of the essence and features of the administrative and jurisdictional activities of the National Police of Ukraine. The concept and characteristic features of administrative-jurisdictional activity, as well as forms, methods, principles of its implementation are determined. The administrative and legal status of the National Police as a subject of administrative and jurisdictional activities is characterized. It is proposed that the term «administrative and jurisdictional activity of the police» be understood as activities carried out in a clearly regulated procedural form that are law enforcement, state-imperious in nature, consisting in the consideration and resolution of cases of administrative offenses in a pre-trial manner, the conduct of pre-trial investigation in relation to criminal offenses related to jurisdiction of the National Police, as well as proceedings for the application of administrative measures warnings related and suppression exercised under the relevant administrative jurisdictional production by authorized officers of the National Police. Particular attention is paid to the characterization of administrative enforcement measures applied by the National Police of Ukraine and the principles for their implementation. In particular, based on an analysis of the legislation and the achievements of administrative theory, it is proposed to single out a new type of administrative enforcement measures – public service events.
