Scientific and analytical support for the structural decomposition of the balance of
solid biofuels in the energy flows of the national economy, which, in contrast to the existing
ones, determines the directions of its provision and use and provides identification of
problems of its development by economic sectors.
An analysis of the current system of regulatory incentives for the development of
energy biomass production and found that despite the existence of global plans, programs
and regulations, the development of biofuel production is still in its infancy. Unlike other
biofuel-producing countries, Ukraine lacks state support and a clear legal framework that
would stimulate the production of both biofuel and raw materials for its production.
Based on the analysis of scientific works of foreign and domestic scientists with the
use of system-logical analysis, the essence of the concept of "energy potential of solid
biofuels" was further developed. The concept of energy potential of solid biofuel – means the
total theoretical potential of renewable resources, taking into account the achievement of the
optimal value of the conversion factor of such fuel into finished solid products. However, the
methodological approach to assessing the production potential of solid biofuels has been
improved.
Conceptual provisions for the development of solid biofuel production from energy
crops have been developed, which, in contrast to the existing ones, are mutually agreed on
the stages of the bioenergy cycle and allow to identify promising areas for strengthening
energy security through sustainable rural development.
Organizational provisions for the formation of the bioenergy cycle model have been
developed, which, in contrast to the existing ones, coordinate three redistributions of
different types of economic activity: 1 – growing energy crops, 2 – solid biofuel production,
3 – solid biofuel conversion, and allow identifying alternative directions .
Based on the comparative assessment of the efficiency of technologies for growing
bioenergy crops and processing their biomass into solid biofuels, a structurally logical,
economically feasible technological scheme for growing energy crops and processing the
resulting biomass into solid biofuels is substantiated. This scheme involves the direct
conversion of biomass into solid biofuels in the method of granulation.
Methodical provisions for planning the technical and economic characteristics of the
industrial complex for the production of solid biofuels from energy crops, which, in contrast
to the existing ones, provide for five successive stages: 1 – the choice of energy crop;
2 – planning of production indicators of the industrial complex; 3 – substantiation of the
technological scheme of cultivation and processing; 4 – calculation of current costs of
economic activity; 5 – planning the amount of annual net income and wholesale prices for
products that allow you to make informed management decisions on the economic efficiency
of its operation.
A methodical approach to assessing the investment attractiveness of the project for the
production of solid biofuels from energy crops is proposed, which, in contrast to the existing
ones, provides an instrumental assessment in five parallel and sequential stages with the
definition of: 1 – schedule of industrial complex; 2 – investments by redistribution;
3 – financing plan; 4 – graph of net flows; 5 – graphs of the current cost, which together
allow to make an investment decision on the economic feasibility of the project.
