Kanova O. Planning of the state economic system development on the basis of partnership

The theoretical basis of sustainable socio-economic development of the state economic system was generalized. Compilation of a hierarchical system of forecast and planning documents for socioeconomic development of Ukraine allowed to identify the main participants in the planning process depending on the degree and nature of their involvement in it. The main participants in the process of planning of the state economic system development were divided into three groups, namely key participants, primary and secondary stakeholders, including state and public components. This made it possible to justify the feasibility of involving different categories of participants in the planning process. In order to substantiate the expediency of partnership relations in the planning and implementing measures for the state economic system development, approaches to the organization of planning of the state economic system development were theoretically generalized. The structural model of the mechanism of partner projects implementation was provided within the planning of the state economic system development. This model is based on the basic system-forming planning elements. On its foundation, the specifics of partnership relations in Ukraine were studied and the influence of such relations on the state economic system development was determined. An analysis of the existing regulatory and legal support of partnership relations in Ukraine was conducted. The main elements of the partnership implementation mechanism are formulated in accordance with the legislation of Ukraine. A detailed analysis of each aspect of the partnership revealed opportunities for the implementation of a partnership approach to strategic planning of the state economic system development. The main prerequisites for a successful partnership between the state and the private sector have been identified. The dynamics of the level of development of administrative territories of the state economic system was studied. This served as a basis for further analysis of the impact of certain factors on the level of development. Based on the correlation analysis, the existence of relationships between different forms of state financial support for the development of territories and the level of development of administrative territories of Ukraine was identified. Its results helped to establish the existence of significant relationships between various forms of state financial support for the development of territories, namely financial resources coming from the state budget, local budgets and other sources and the level of development of administrative territories of Ukraine. The experience of practical implementation of existing partnership projects in Ukraine is generalized. Based on the key aspects of strategic planning of the state economic system development on the basis of partnership, a methodological approach to determining priorities in the choice of the form of partnership was developed. It consists of 6 stages, namely the formation of a database of state target programs; assessment of the features of state target programs; assessment of the use of partnership in the implementation of state targeted programs; assessment of the success of the implementation of state target programs; determination of minimum requirements for the quality of programs to achieve a certain level of success of their implementation; formation of an analytical base for determining the roles of participants in partnership relations. In order to determine the minimum requirements for the level of quality of partnership relations, an approach to assessing the success of state programs was proposed. The implementation of this approach allowed to form an analytical basis for decision-making on the priority of choosing the form of partnership during the implementation of strategic planning of the state economic system development. Based on the generalization of existing methods, a methodical approach to assessing the quality of state target programs was proposed, which more fully reveals the components of the quality of such programs, and can be applied regardless of their specific focus. The analytical framework developed in the work to determine the roles of partners in the planning of economic system development can be an effective tool in decision-making to attract financial resources and responsible executors in the development of state programs and projects.
