The dissertation is devoted to the integrated study of the state registration of individual entrepreneurs as a kind of the administrative procedure. The essence of the procedure of legitimation of business entities is specified, and the author puts forwards his definition of the administrative procedure in the state registration of individual entrepreneurs as a statutory order of the solution of an individual administrative case associated with the certification of the fact of acquisition of the status of individual entrepreneur by a private person or its withdrawal by the state registrar. Following its consideration, an administrative act is introduced in the form of the relevant record in the Unified State Register.
