Astafiev A. Administrative and legal principles of conducting command investigation in the bodies of the National Police of Ukraine

The dissertation provides a theoretical generalization and a new solution to the scientific problem, which is to determine the nature and features of the administrative and legal framework of the official investigation in the National Police of Ukraine, as well as to develop positive domestic and foreign experience, which allowed to substantiate a number of new scientific conclusions, provide practical recommendations and suggestions on the issues under the research. The concept and features of the command investigation in the bodies of the National Police of Ukraine are determined. Thus, it is established that the command investigation is a necessary element of disciplinary proceedings, which is an administrative procedure carried out by the specially authorized body – the disciplinary commission – that lies in collecting, checking and evaluating materials and information about disciplinary misconduct of the police officer to clarify all circumstances of its commission (causes and conditions of disciplinary misconduct, guilt of the police officer, severity of disciplinary misconduct, extent of the damage), as well as to analyze the information received in order to make proposals to eliminate the causes of offenses.
