Chorna V. Administrative and legal regulation of the patronage service of state bodies

The dissertation analyses the administrative and legal regulation of the patronage service of state bodies. The theoretical and legal characteristics of the concept and features of the patronage service of state bodies are fulfilled. It is proposed to understand the patronage service as a type of public service, which activities are aimed at improving the work of a politician, meeting the needs of his/her activities within the job descriptions and instructions defined by this official. Based on the analysis of national legislation, the rights and responsibilities of the patronage service of state bodies are singled out. The concepts, types and features of legal responsibility of the patronage service of state bodies are revealed. The author pays special attention to disclosure of tasks and functions of patronage services of the Verkhovna Rada of Ukraine; patronage services of the President of Ukraine, the Office of the President of Ukraine; patronage services of the Prime Minister of Ukraine and other members of the Cabinet of Ministers of Ukraine. The specifics of the activity of patronage services of heads of territorial state bodies are determined. Particular attention is paid to disclosure of the patronage services of the High Council of Justice, the Constitutional Court of Ukraine, the Supreme Court, higher specialized courts, the Qualification Commission of Judges of Ukraine. The tasks, functions, rights and responsibilities of the assistant judge, press secretary, clerk, adviser to judges as subjects of the patronage service of courts are revealed. It is defined that an assistant judge is a structural staff unit of the court staff that performs his/her functional duties to ensure the activities of a judge in the process of administering justice.
