The dissertation is devoted to research of administrative and legal bases of realization of social function of the state. The content of the social function of the state and its place among other functions of the state are determined. The concept of "function of the state", "signs of the function of the state" is considered. state as a complex social system. It is emphasized that the signs of the social function of the state are 1) depends on historical development and national and cultural factors; 2) has normative and legal consolidation; 3) is implemented in both legal and organizational forms; 4) related to the social policy of the state; 5) is a means of realizing the social rights of man and citizen; 6) has a mechanism for implementation in the form of a system of state bodies of special competence; 7) legislative definition of the minimum social benefits; 8) creation of a legal mechanism for the protection of social rights.
