Essay

The dissertation is devoted to the scientific substantiation of the development of theoretical, methodological and organizational provisions of accounting and auditing of related parties transactions. The essence of the category of related parties and transactions with them is clarified; the legal regulation of accounting and auditing of related parties transactions in international and national practices is systematized. Features of related parties and transactions with them as an object of audit are revealed. It is substantiated that the relations between related parties are mixed, as they contain features of property, organizational and managerial, contractual and family relations in different versions, which provides the fullest implementation of various goals of establishing such relationships, but creates difficulties in unambiguous interpretation of the category "related parties", due to inconsistency of criteria, definitions, grounds for dependence, etc. The definition of "related parties" category is proposed. It is substantiated that at the present stage of complication of property and economic relations, the performance by the audit of the information function in terms of counteracting opportunistic behavior and reducing agency conflicts is provided primarily through the identifying and assessing of related party transactions, which affects the aims and responsibilities of the auditor, even if the applicable financial reporting framework establishes minimal or no related party requirements, in the framework of audit of financial statements and audit of specific elements, accounts or items of a financial statement. Matrix analysis based on input criteria (compliance with IFRS or national standards in submitting financial statements, submitting a complete or abbreviated set of financial statements, the need for its publication, the obligation to conduct an annual audit of financial statements, the need to submit a management report), which determine the initial criteria - the requirements for disclosure of information in the notes to the financial statements, the format of its presentation, objectives and responsibilities of the auditor allowed to justify the key information needs of enterprises and areas of their provision. The list of services in the sphere of related parties transactions, which can be performed as other assurance engagements, related and consulting services has been developed. Such propositions determine the potential of auditing activities in meeting the information needs of users.
