Problematic issues related to the procedural powers of the prosecutor to implement the general provisions of pre-trial investigation are comprehensively studied in the dissertation. The scientific position on the feasibility of using a broad approach to the interpretation of the general provisions of the pre-trial investigation is supported. The specifics of the procedural activities of the prosecutor at the beginning of the pre-trial investigation were determined taking into account the normative regulation and law enforcement practice. This made it possible to identify and analyze six constituent elements (stages) concerning the activities of the prosecutor at the beginning of the pre-trial investigation.
