The thesis is devoted to the generalization of the theoretical foundations and the development of practical recommendations for the development of public-private partnership in the system of ensuring the economic security of the state.
The work forms a theoretical basis for ensuring the economic security of the state, which, in contrast to the existing ones, is formed at the intersection of theoretical approaches to understanding the basic laws, interrelationships of factors, structure and clarification of the essence of basic concepts, determines the conditions and process of mutual achievement of economic interests despite the growth of global instability. The theoretical and methodological provisions for the application of public-private partnership mechanisms have been substantiated, which, in contrast to the existing ones, clarify the interpretation of public-private partnership, determine the basic principles and characterize the conditions, advantages and disadvantages of public-private partnership mechanisms, and also substantiate their importance in ensuring the economic security of the state. A matrix of advantages and obstacles to sustainable economic development was developed, which, in contrast to the existing ones, was obtained by studying the practice of state regulation in the most developed countries of the world and the EU countries, which made it possible to concretize the guidelines for improving the economic security of the state on the principles of sustainable development, in particular through development public-private partnership. The systematization of the nominees for public-private partnership has been carried out, which differs from the well-known focus on taking into account security aspects when determining the interests, opportunities, risks and expected results for state and local authorities, private partners and society. The theoretical and methodological approach to modeling the impact of the reasons for the slowdown in the development of public-private partnership in Ukraine has been substantiated, which, in contrast to the existing ones, based on the use of a set of methods, provides for the determination, in the context of individual groups and by four levels of project implementation, of the reasons that most significantly affect development of public-private partnerships. The methodological and applied foundations of counteracting information asymmetry have been developed, which, unlike the existing ones, due to clarification of the essence of information asymmetry and the consequences of its occurrence in relation to the state, private partner and society, contribute to the improvement of information support for the stages of development and implementation of public-private partnership projects. A scientific approach to the construction of a public-private partnership mechanism in the system of ensuring the economic security of the state has been formed, which, unlike the existing ones, ensures the achievement of the interests of the participants and contributes to maintaining an appropriate level of economic security of the state. A theoretical and practical approach to assessing losses from the negative impact of risks in public- private partnership projects is proposed, which, in contrast to the well-known ones, based on the established procedure of interviewing experts and using the method of paired comparisons for the advantage of options, provides the formation of an information basis for the level of risk impact on the main groups at all stages of the development and implementation of the project.
