The thesis is devoted to the solution for an important economic problem in the field of substantiation of theoretical and methodological approaches and the development of practical recommendations for managing the development of small businesses in construction. The conceptual and categorical framework of research of development management has been studied. The list of classification features of specific displays of development has been supplemented with the features «aspect of development» and «dynamics of changes». The definition of the concept of «development management» has been formulated. A methodical approach to the management of development of small businesses in construction has been developed, the implementation of which allows establishing the level of development, orientation and nature of the management of development of small businesses. The approach to the assessment of the development of small businesses, which provides for the assessment of development on the criteria of increasing the cost of capital, increasing the efficiency of activity, increasing wages and improving the quality of products, has been improved and tried out. The sequence of determining the target orientation of the management of development of small businesses in construction has been proposed. The nature of the management of development of small businesses in construction has been defined. The sequence of assessment of the impact of external environmental factors on the development of small businesses in construction has been formed and the approach to forecasting and increasing the level of their development has been substantiated. The sequence of establishing the effectiveness of management of the development of small businesses has been improved and the necessity of focusing management on problem areas by aspects of development has been proved.
