The dissertation on competition of a scientific degree of the candidate of economic sciences on a specialty 08.00.04 – Economics and Enterprises Management (according to the types of economic activity). University of Customs and Finance, Dnipro, 2021. Entrepreneurial activity is defined as the process of actualizing the capacity of the initiative part of the population to seize opportunities provided by the market, and stimulating these people to meet their personal interests related to social needs and expectations. This definition emphasizes the fact that a person's orientation to entrepreneurial activity is self- conditioned and takes into account both personal and public expectations. Digital economy is proposed to be understood as a system of social, industrial and institutional relations based on a complex of computer-assisted and information and communication technologies. It is determined that digital economy changes the processes characteristics, manifestation and formation forms of entrepreneurial activity; the attributes and problems of entrepreneurial activity in the digital economy are highlighted. The business digitalization problems are most fully manifested in the interaction with specialized digital platforms. To analyze the levels of interaction on the platforms, a generalized communication process structure has been developed. The entrepreneurial activity of business entities in Ukraine and around the world is assessed on the basis of the methodical approach suggested by the GEM and OECD, and the basic technologies for using digital economy are specified. The methodological approach to assessing entrepreneurial activity in the digital economy has been improved, i.e. unlike the existing ones, it takes into account the coordination level of the components of both the entrepreneurship and innovative digital technologies. The application of the suggested methodological approach will help to identify the most significant features of the digital economy and to suggest the ways for raising the level of business development. The suggested methodological support for classifying entrepreneurial activity estimation parameters, unlike the existing ones, is based on the harmonization of the interests of the state, society and entrepreneurs through specifying the expectations of the business environment and assessing the entrepreneurs’ business goals, interests and motivation. Using the PATTERN method, a tree of objectives has been designed as a standard scenario for the entrepreneurial activity development, integrating criteria for entrepreneurial activity and for assessing the harmonization of the interests of the state, society, enterprises and entrepreneurs. The author's methodological support provides an opportunity to intensify the entrepreneurial activity commitment to sustainable socio-economic development. A methodical approach to assessing the information value of entrepreneurial activity parameters is substantiated, which takes into consideration, first, the organization levels of entrepreneurial activity, e.g. the macro-level which includes enterprises, and potential and start-up entrepreneurs; secondly, the formalization levels of the information value assessment, i.e. entropy approach, correlation approach, and point, binary or rank expert assessments. The suggested methodological approach, in contrast to the existing ones, contains semantic, pragmatic, organizational and methodological components and is based on the synthesis of three groups of factors, namely, economic value added, productivity and business security, thus further increasing the efficiency of business structures by presenting the most useful information. Organizational and informational support for decision-making as for the development of entrepreneurial activity in the digital economy has been designed. It has been determined that this approach should be based on the principle of fully using all the available information, with a focus on problematic situations. Criteria for assessing the movement of information flows, topical for the development of entrepreneurial activity, are the following: economic added value, the level of personnel expenses and cybersecurity expenditures, as well as their ratio to other parameters. Organizational and information support of the decision-making process is supplemented by regulations on cybersecurity and the creation of the requirements for the movement of information flows between the functions of entrepreneurial activity, thus raising the responsibility for obtaining the end result and enhancing the sustainability of entrepreneurial activity, in general.
