Essay

The thesis is devoted to improvement of organizational and economic foundation of seed production of pre-basic categories of cereal crops in scientific and research institutions (SRI) of Ukraine. This foundation is a basic element of SRI management. They are a complex of organizational and economic approaches, mechanisms and measures, the accomplishment of which strengthens the market position of SRI and competitiveness level of various categories seeds in domestic and foreign markets. Herewith the set of organizational mechanisms and measures comprise ordering of organizational structure of management and production of seed, establishing effective organizational and economic ties and choice of organizational order of fulfillment of economic activities. In turn, the set of economic mechanisms and measures includes: cost, price, royalties, investment (credit), innovations, state support measures. The scientific approach to the formation of organizational and economic bases for the seed production of cereal crops has been substantiated in the dissertation. The effectiveness of this approach is conditioned the inclusion of such structural elements as hypothesis, observation, experiment and theoretical basis, which will facilitate to obtain of high quality seeds and to ensure its successful implementation via the use of provisions of scientific theories for selection and seed production and economic theories (firm theory, competition and sectorial markets) regarding the activities of research institutions and the promotion of seeds in the relevant markets.
