The dissertation is devoted to the complex research of the approaches available in procedural science to definition of signs, essence, concepts, legal nature of abuse of procedural rights in administrative proceedings, the mechanism of their prevention, counteraction and termination. There are three main groups of concepts on the content of abuse of procedural rights as a legal category: understanding of abuse of rights as the exercise of subjective rights by one person against the interests of another person or society; as a procedural offense; an integrated approach that reflects a combination of the previous ones.
