Essay

Thesis provides a theoretical generalization and a new solution to the scientific problem, which is to determine on the basis of analysis of doctrinal and normative sources of administrative and legal status of the High Qualification Commission of the Notary of Ukraine as a specific certification and qualification unit in the Ministry of Justice of Ukraine and the Notary Chamber of Ukraine. A comparison of the Latin notary with the England-Saxon notation gives grounds to speak of the advantages of the former over the latter through the institutionalization of the notary as an institution of civil service, and of notaries themselves as persons with delegated state powers.
