In the dissertation, a complex of directions and measures for the implementation of regional economic policy is proposed, depending on the allocated types of regions, which is as follows: for depressed regions - the use of two main mechanisms - the involvement of "extensive" private investment and deep integration into "social" Regional Target Programs; For "Regions submitting hopes for successful development" - state policy of attracting "intensive" private investments for the development of economic potential of the region and ensuring its deep integration into "infrastructure" regional target programs; for regions that have already entered sustainable development - the activation of its own sources of income, accumulation of free financial resources, strengthening the financial stability of the region based on the settlement of financial relations with the center, conducting expedient improvement of loss-making enterprises, reduction of unemployment; For regions-leaders - ensuring maximum freedom and competition of commodity producers, comprehensive activation of economic activity. The conceptual apparatus of the state regional economic policy is improved, which, unlike the existing significantly differs in relation to the previously known definitions: the clarification of the main goal (achieving a competitive, stable, safe and balanced economic development of the regions of various types); a clear vector of interconnection with a national spatial strategy; On the need to coordinate the current and strategic vertical and horizontal economic interests of the participants in the process of regulation of regional development. Improved Typology of Regional Policy, which, unlike the existing characterized by the allocation of three main types of regional economic policy, depending on the specifics of the relationship between the Center and Regions: Centralized subordinate, competitive and hybrid, which in turn allowed to radically change the approach to the classification of regional policy instruments at the expense of them Decompositions in eight blocks by type activities (strategic, institutional, organizational and managerial, budget-financial, investment and financial, tax-administrative, informational, control monitoring), which allowed to eliminate the terminological and content uncertainty in the understanding of regulation regulation tools. An approach to measuring the integral investment attractiveness of regions, which, unlike existing investment attractiveness, as an independent variable, describing the level of investment activity of the region and operates with an objective criterion for the need and adequacy of the set of individual factor features and adequacy of the methodology of reducing quantitative characteristics in the integral indicator. Improved methodology for evaluating the level of economic development of the region, which differs from existing techniques for the presence of aggregate indicators that characterize the resource base of the region's economy (resource component) and the results of its functioning (productive component), which in turn allows you to compare the initial conditions for the development of the economy of the region with quality. Regional governance, as well as determine the factors of growth and dominant areas of development of the region's economy. Improved principle of forming a mechanism for the territorial distribution of investment projects in the system of regulation of territorial economic differentiation, which, unlike the existing, is based on the transfer of emphasis on investment support of problem regions from the state level on economically developed subjects (neighboring regions, oblasts, etc.) with state stimulation of the interests of the latter. From new positions, the principles of economic regional policies are presented, unlike other developments reflect the basic elements of regional policies as a social phenomenon that are focused on creating conditions for self-development of regions, ensuring their proportional, balanced socio-economic development, formation and preservation of spatially political, socioeconomic and other equilibrium and sustainability of the state, taking into account national, actual regional and local (local) interests. From new positions, ways of implementing state policy are presented in the direction of creating incentives for the solution of national tasks at the regional level, which should take into account the following factors in their implementation: the development of human capital; preservation of the unity of the country's economic space while maintaining the independence of the regional power in decision-making within its competence; Large introduction of strategic planning tools, development of private-state partnership mechanisms at the regional level.
