The dissertation is devoted to the research of administrative-legal bases of activity of the prosecutor as a subject of administrative process. The paper provides a comprehensive review of the theoretical and legal foundations of the prosecutor as a subject of the administrative process, outlines the content and features of the prosecutor in the administrative process, principles, forms and methods of its activities. The understanding of the subjects of the administrative process is studied, various bases for their classification are offered. Among the subjects of the administrative process, the place of the prosecutor is highlighted and outlined, due to the nature of his important function - protection of human and civil rights and freedoms in the administrative process, which is realized through the implementation of the representative function. The essence of the administrative-legal status of the prosecutor as a subject of the administrative process is clarified and the normative-legal regulation of his activity in the administrative process is outlined. The dissertation considers the main problems of administrative and legal regulation of the prosecutor as a subject of administrative proceedings and outlines promising ways to solve them. An important place in the dissertation is given to the study of foreign experience of the prosecutor as a subject of administrative proceedings, as well as the possibility of its introduction in Ukraine
