Kupchyshyna O. The Concept of Regulatory Policy in the Economy of Agricultural Sector

The thesis deals with the development of theoretical and methodological approaches and justification of practical recommendations on formulation of conceptual framework and working out theoretical and practical bases for regulatory policy agrarian sector in economy formation. Theoretical aspects, principles, stages of implementation of regulatory policy are studied and the peculiarities of state regulation in the agricultural sector are substantiated; indicators for assessing the impact of regulatory policy on the agricultural sector economy are systematized. The main stages of formation of the state Ukrainian regulatory policy ne by means of combination with the main stages of regulatory policy in the OECD countries are systematized. It has been identified that effective state agrarian protectionism should be a comprehensive systemic program on the basis of which the state regulates the sustainability of the agricultural sector. That is, on the basis of the system of legal acts and organizational and economic mechanisms, public authorities must create favorable conditions for the development of the agricultural sector on an innovative basis. It has been determined that the basis for the formation of an effective regulatory policy in the agricultural sector should be based, first of all, on the mechanism of state regulation of prices and incomes of national agricultural producers. The level of development and production efficiency in the agricultural sector of Ukraine has been analyzed; monitoring of regulatory policy in the agricultural sector has been carried out and the influence of state regulatory policy on the functioning of entrepreneurial structures in the agricultural sector has been substantiated.
