The dissertation is an independent study containing the administrative and legal classification of doctrinal approaches to understanding the openness of administrative proceedings, clarification and justification of the concept of openness, its content and functions in the activities of administrative proceedings during the development of civil society in Ukraine. The dissertation explores the principle of openness as a social and legal phenomenon, the introduction of which into the activities of the judiciary ensures the effectiveness of the functioning of the entire administrative proceedings. The role of openness in the system of principles of legal proceedings, its correlation with publicity, as one of the most important basic principles of the functioning of administrative proceedings, is analyzed. Particular attention is paid to the analysis of the components of the mechanism for ensuring the openness of administrative proceedings. The correlation of international legal standards of openness of administrative proceedings and domestic regulatory acts in this area is considered. The system of legal guarantees of openness of administrative proceedings is investigated, the place of legal responsibility in this system is determined, the directions of overcoming the revealed contradictions are specified in order to improve and optimize the procedure for introducing openness of administrative proceedings in Ukraine
