The dissertation offers the solution to the modern scientific problem of the balance’s analytical estimation as a fundamental characteristic that ensures the national economy’s development being based on stability, resistance, congruence of resources and results and that assures the identification of guidelines and the basis for its long-term trajectory of movement. The economic content, internal logic of construction and expediency of using the concept of “national economic system balanced development” to increase the degree of state policy validity in the field of development are revealed. The determinants of solving the modern problems of regulating the domestic economy balanced development are outlined. On this basis, a set of characteristic balance parameters and their evaluation methods are substantiated. The analytical procedure of the national economy balanced development assessment in terms of its use as a method of scientific research of complex systems to which the national economy belongs has been improved. Its main stages are singled out and organized; the structure and content of components are revealed to improve the quality, accuracy and objectivity of evaluation results and to provide the opportunity for their further forecasting to increase the level of evaluation object controllability.
Based on the identification and analysis of the domestic economy current international position in the world rankings, acroeconomic processes that have led to a violation of the internal proportions of economic development over the 30-year period are identified. The interdisciplinary approach to formalization of national economy development as a certain form of dynamic system behavior in time is deepened. The assessment dynamic model of the national economy balanced development is proposed, which synthesized three interdependent planes: the information field of characteristic parameters, the assessment field of scientific and methodological basis, the generalizing field of assessment results. Based on the theoretical and methodological provisions developed in the work, the historical dynamics of the national economy development is assessed according to the parameters of resistance, stability, consistency of resources and results, and the sectors of balance are singled out. Historical approach and comparative analysis of national economy behavior at crisis points being measured with GDP dynamics has established the ability to resist internal and external socio-economic disturbances and gain experience. By reconstructing phase portraits of macroeconomic indicators on the basis of spline approximation and F. Takens’ delays method, economic development is presented as certain trajectories of movement, characteristic modes of its operation are identified and a conclusion about its stability is made. Comparing the actual growth rates of the national economy’s sectors and the established optimal speed of their economic dynamics (based on proportions of achieved level of profits capitalization, financial leverage and capital profitability) allowed characterizing the abidance of balance between resources and results. According to the parameters of the average annual dynamics of sales and indices of sustainable growth, a matrix, assessing the quality of growth, has been built to select sectors of the national economy, the dynamics of which contribute to the growth of the national economy.
By the integration of harmonic and spectral analysis methods in the plane of assessment of the structure, form, nature of fluctuations in the dynamics of the national economy, the harmonic law of its development is mathematically described. In terms of the economic cycles' theory the nature of the modern phase of the domestic economic system functioning is described. Taking into account the determined parameters of balance, a short-term, medium-term and long-term forecast was made and a perspective trajectory of the national economy movement was formed.
