The dissertation is devoted to the study of theoretical and methodological principles and development of practical recommendations aimed at improving the mechanisms of implementation of the state policy of education development of Ukraine in the conditions of digitalization. The corresponding conceptual and categorical apparatus is developed in the work, the general characteristic of mechanisms of realization of the state policy of development of education of Ukraine in the conditions of digitalization is carried out. . The structure of mechanisms of realization of the state policy of development of education and features of their functioning in the conditions of digitalization is substantiated. The own classification of mechanisms of realization of the state policy of development of education is systematized and offered: 1) mechanisms of functioning of the state policy in the field of education; 2) complementary mechanisms for implementing the state policy of education development in the context of digitalization. In terms of stakeholder engagement to ensure the development of education (state, educational institutions, business and the public), such mechanisms operate through the use of direct and indirect regulatory methods and tools that are consistent with these mechanisms, which may contribute to the formation of new areas of their activities or modernization of existing ones.
Recommendations for improving the mechanisms for implementing the state policy of education development in the context of digitalization are identified: focus on comprehensive support of breakthrough and improving educational innovations in the field of digital transformations; development of forms of public-private partnership in the field of education, for establishing effective interaction of subjects of complementary mechanisms of realization of the state policy of development of education in the conditions of digitalization; promoting the development of digital technologies at all levels of government, ensuring the commercialization of the results of educational institutions, establishing international investment cooperation and others. It is proposed to create a digital platform to ensure the effectiveness of the implementation of certain mechanisms, which should include a set of relevant technical competencies (hard skills) and soft skills. A model of implementation of the state policy of education development of Ukraine on the basis of digitalization is proposed, which includes: intellectual and labor component; information component; scientific and innovative component; material component; organizational and economic component; marketing component. The targets of such a model are: the anticipatory nature of education in relation to social changes (expected and spontaneous) with the future design; human-centered approach taking into account the socio-economic interests of society in the depths of knowledge; high productivity, formation and development of creative potential, innovative type of thinking; expansion of the system of distance learning, virtualized forms of classes, test modes of knowledge testing; preservation of the institutional basis of the organization of the educational process with the admissibility of the manifestation of information technologies. Proposals have been developed for monitoring and evaluating the effectiveness of mechanisms for implementing state policy of education development in digitalization, which are based on the implementation of personnel and motivational mechanism for implementing state policy for education development and provide for the implementation of such tasks – strengthening links between allocated resources for education and education. results, the responsibility of officials for the results obtained; development of digital capacity for monitoring and evaluation at all levels of government in order to make effective decisions based on the information obtained; increasing the productivity of the government's implementation of certain strategic priorities; timely and reliable public awareness, etc.
