Yakubenko B. Government Regulation Mechanisms of a Labor Market of the New Economy

The dissertation thesis presents the government regulation mechanisms of a labor market of the new economy and practical recommendations for their improvement are developed. The degree of elaboration of the problem of realization of government regulation mechanisms in modern conditions in the scientific literature is determined. The essence of the term concept of "new economy" is defined, its specific characteristics are indicated as a factor that significantly effects on the state of the modern labor market. The analysis of such components of the new economy as: "post-industrial economy", "knowledge economy", "Internet economy", "virtual economy", "creative economy", "service economy", "digital economy" and others was carried out. The significant part of the thesis is devoted that the most important resource in the field of production, distribution, exchange and consumption in the new economy is digital information, it is based on modern technologies, including artificial intelligence, robotics, big data technology, blockchain and more. The paradigms of the new economy are explored, the characteristic features and directions of its formation in the short and long-term periods of socio-economic development of the country are determined. The analysis of the current state of the labor market of the new economy was carried out, it was revealed the specifics of government regulation of labor market development in accordance with the conditions of post-industrialism. The domestic and foreign experience of state regulation of labor market development in modern conditions is generalized and systematized. Regional peculiarities are identified and the functioning of the labor market in the conditions of the new economy is assessed. A strategy for the development of the labor market of the new economy, which aims to achieve and consolidate permanent competitive advantages in a complex multicomponent and dynamic system that is permanently affected by information technology and entails changes in the content of the labor process, its organization, employment structure, social labor relations is developed. The priority directions of increase of efficiency of application of mechanisms of the government regulation of the labor market of Ukraine of new economy are justified and the key tendencies of its development in the near future are forecasted.
