Herych A. Administrative and legal regulation of economic development projects of united territorial communities

The dissertation research provides a theoretical generalization and a new solution of the scientific problem: the essence, characteristics and organizational and legal aspects of the administrative and legal regulation of economic development projects of united territorial communities are revealed. It is emphasized that in modern Ukraine the problem of administrative and legal regulation of economic development projects of united territorial communities is an important problem, the proper solution of which is a guarantee of preservation and development of united territorial communities, growth of local budget revenues, increasing economic independence of united territorial communities, creating of new quality jobs, implementing the principles of sustainable development at the local level, conducting efficient management, agricultural development, promoting small business development, as well as the development of local self-government, market economy and promoting Ukraine's European integration. As a result, proper administrative and legal regulation of economic development projects of united territorial communities is now extremely important. The author's definition of the concept of "administrative and legal regulation of economic development projects of united territorial communities" is formulated as a mutually agreed set of norms and principles of law, forms and methods of administrative and legal regulation, authorized entities and their activities aimed at effective regulation of the economic development projects of united territorial communities. It is established that the form of administrative and legal regulation of economic development projects of united territorial communities is a kind of legal activity consisting of a set of mutually agreed organizational measures aimed at ensuring proper regulation of economic development projects of united territorial communities and their successful implementation. It is substantiated that the method of administrative and legal regulation of economic development projects of united territorial communities is a set of techniques and methods of carrying out the activities of authorized entities to ensure proper regulation of economic development projects of united territorial communities and their successful implementation.
