Romanenko R. Forest wood plunder detection and investigation carried out by the units of the National Police of Ukraine

The thesis presents theoretical provisions and scientifically establishes the recommendations for forest wood plunder detection and investigation carried out by the units of the National Police of Ukraine. The genesis of the origin of the liability for forest wood plunder has been studied. The analysis of the development of criminal law standards, attracting criminal liability for forest wood plunder in the pre-Soviet, Soviet periods, and modern-day Ukraine has been carried out. ps of persons who commit forest wood plunder. The key factors that most influence the formation of the investigative situations at the initial stage of forest wood plunder investigation have been identified. The classification of typical investigative situations at the initial and subsequent stages of detection and investigation of forest wood plunder has been proposed. Also, the algorithms of the investigator’s actions have been proposed, which will ensure the effectiveness of investigation of this type of criminal offence. Different versions have been grouped according to the circumstances they explain within each investigative situation, and a detailed analysis of such versions has been carried out. The reasons behind the need for cooperation between the investigator and criminal intelligence units during the investigation of forest wood plunder have been pointed out. The interaction of the investigator with other bodies and departments at different stages of forest wood plunder investigation, in particular with the State Agency of Forest Resources of Ukraine (formerly the State Forestry Committee of Ukraine) has also been described in detail. Tactical features of the main investigation (search) activities carried out during the detection and investigation of forest wood plunder have been described. The investigator’s actions at various stages of crime scene examination during the investigation of the criminal offence have been analyzed in detail. The difficulties that arise during the interrogation of suspects and ways to avoid them have been described. Typical tactical mistakes that arise during the preparation and the search as part of the investigation of forest wood plunder have been identified and analyzed.
