Bestiuk A. Mechanisms of state management of higher military education in Ukraine.

The object of the research is the processes of state management of higher military education in Ukraine. The objective is to substantiate scientific and theoretical approaches and to develop practical recommendations for improving the mechanisms of state management in the field of higher military education in accordance with the Euro-Atlantic integration strategy of Ukraine and NATO standards. Methods: logical-semantic method, method of systematization, comparative-legal method, system-structural method, methods of modeling and integrated evaluation. Results: the thesis contains a comprehensive substantiation of scientific and theoretical approaches and the author’s proposals as to improvement of mechanisms of state management in the field of higher military education in Ukraine in accordance with Ukraine’s Euro-Atlantic integration strategy and NATO standards. Novelty: the model of rating assessment of higher military educational institutions has been substantiated, where six groups of indicators and 63 sub-indicators in five areas of activity of military institutions of higher education have been singled out; the model of the higher military education system in Ukraine has been improved, which, in contrast to the existing ones, takes into account the standards of training NATO military specialists aimed at forming general and professional competencies of military personnel (formal education) and military-professional and professional-special competencies formation; mechanisms of information support of the system of higher military education in Ukraine has been substantiated; organizational and legal mechanism for managing the system of higher military education; mechanisms for implementing an experimental program of training military specialists according to the educational requirements of NATO countries on the basis of a separate higher military educational institution and conducting an institutional audit of professional military education in higher military educational institutions and military training units of higher education institutions; has been further developed: the categorical-conceptual apparatus of state management by clarifying the definition of “mechanisms of state management of higher military education”; scientific understanding of the content and essence of the main components of the Armed Forces of Ukraine; substantiation of the complex mechanism of state management of higher military education in Ukraine. Implemented in: Ivan Kozhedub Kharkiv National University of the Air Force; Military Academy (Odessa), in the practical activities of the Main Directorate of Doctrines and Training of the General Staff of the Armed Forces of Ukraine; Department of Military Education and Science of the Ministry of Defence of Ukraine.
