The dissertation work is devoted to solving the current scientific and practical problem of developing new and improving existing models, methods and information technology of choosing a design solution for reengineering of specialized information systems. Theoretical substantiation of search of variants of design decisions of reengineering of specialized information systems for the purpose of maintenance of the maximum indicator of functioning of specialized information systems is carried out that in turn provides the maximum improvement of key socially significant indicators of activity of the specialized enterprises. The model of information support of business processes by a specialized information system, built on the basis of a datalogical model, which allows to determine the relationship of organizational and technical components of a specialized information system with business processes and the impact of data on key socially significant indicators of enterprise. The method of determining the degree of automation of organizational and technical components of a specialized information system, which allows to determine data sets that are entered and processed using certain organizational and technical components, as well as to determine organizational and technical components that ensure narrow critical actions. The model of the indicator of functioning of the specialized information system was further developed, which, based on the method of functional-cost analysis allows to determine the calculated functioning of the specialized information system, which, in turn, determines the efficiency of the specialized information system. For the first time the method of estimation of variants of design decisions of reengineering of organizational and technical components of specialized information systems is developed activity of the enterprise, to carry out a choice of the optimum variant of the design decision of reengineering of specialized information systems at restrictions of expense resources. For the first time the method of estimation of variants of design decisions of reengineering of organizational and technical components of specialized information systems is developed, which allows at the stage of choosing design solutions for reengineering of a specialized information system to compare options for a generalized criterion that connects the calculated performance of a specialized information system with key socially significant indicators of the enterprise, to choose the best design solution for specialized engineering reengineering with limited resource resources. The information technology of a choice of a variant of the design decision of reengineering of specialized information systems is developed. This information technology is a step-by-step, in the appropriate sequence, the application of developed models and methods. The basic features of practical realization of the offered information technology of a choice of a variant of the design decision of reengineering of specialized information systems are considered. The results of research can be used in studies of the effectiveness of specialized information systems of narrowly specialized enterprises, the effectiveness of which is assessed by key socially significant indicators. Experimental researches have been carried out, which have proved the improvement of the performance indicators of the specialized information systems after the introduction of the optimal variant of the design solution of the reengineering of the specialized information systems determined with the help of the developed information technology.
