Yusubov V. The prosecutor as a guarantor of ensuring the rights of citizens at the pre-trial stages of the criminal process

The dissertation considers the theoretical foundations and a set of recommendations necessary for effective prosecutorial supervision in the form of procedural guidance for the implementation of laws in the field of observance of the rights and freedoms of citizens at the pre - trial stages of criminal proceedings. The peculiarities of procedural guidance at different stages of pre-trial investigation of criminal offenses are considered and the following tasks are solved, in particular, the place of the prosecutor in ensuring the realization of citizens' rights in compliance with criminal procedural guarantees is determined; identified and investigated the content and main activities of the prosecutor to ensure the rights of citizens at different stages of the pre-trial investigation; the functions and powers of the prosecutor as a participant in criminal proceedings at the initial stage of the pre-trial investigation have been clarified; the main directions of supervision in the form of procedural guidance at different stages of pre-trial investigation are specified.
