In the current conditions of economic development of Ukraine, the tourism industry is a priority. It unites tourism enterprises and performs an important socio-economic function, which is to increase foreign exchange earnings in the country, diversify the economy, increase jobs in its own and related industries, increase the investment attractiveness of the country, and thus increase employment and reduce poverty country.
The paper considers tourism as a branch of economic activity that unites various enterprises, organizations, institutions related to the service of tourists to meet their needs and through the economic function of tourism provides the development of the national economy.
Based on the analysis of the efficiency of the economic function of tourism, a model of ensuring the institutional development of the tourism industry of Ukraine built. This model consolidates the activities of organizations providing institutional support for tourism management in Ukraine at the global, European integration, cross-border, state, regional and subregional levels, defines tasks at the level of public administration, based on international, political, economic, social, innovative functions, organizational legal, financial and economic, socio-psychological methods and instruments of public policy that have a direct impact on strategic decisions on the vectors of tourism development.
Analyzes the relationship of quantitative indicators of the tourism industry, assessed the quality of tourism in Ukraine. According to the results of diagnostics of the state of the tourism industry of Ukraine, the growth rates of the main indicators of the tourism industry for the period were determined, which allowed to identify strategic problems and their causes that have a direct impact on the strategy of the tourism industry. The main strategic problem is insufficient funding for the tourism industry of Ukraine.
By applying the method of correlation analysis, the level of relationships between the indicators of the tourism industry of Ukraine was established. The use of the method of correlation galaxies made it possible to group the indicators of the tourism industry on the basis of the principles of systemicity and integrity and simplified the study of economic dynamics, replacing the analysis of a large number of indicators with indicator analysis.
Based on the study of the concept of "quality of tourism" proved its complexity, which is a combination of interdependent components that have characteristic features inherent only in tourism enterprises. A methodical approach to assessing the quality of tourism in Ukraine has been developed, which combines components of a complex indicator "quality of tourism", based on a universal mathematical vector model for different numbers of indicators in each subindex, different scales for evaluating variable numbers of subindexes and non-fixed general scale. The author's approach to assessing the quality of tourism makes it possible to comprehensively assess the level of development of domestic tourism and ensure monitoring of the competitive development of the tourism industry.
According to the analysis of legislative regulation of tourism, implemented measures to attract additional investment in the tourism industry, methods of creating favorable conditions for tourism business and measures to increase the attractiveness of tourist facilities summarized international experience to apply practices for effective domestic tourism in Ukraine, the scheme of process of formation of strategic bases of development of internal tourism in the country is constructed.
A model for the formation of a strategy for the development of the tourism industry, based on the following areas of tourism development: international experience, definition of domestic tourism as a leading type of tourism, guidelines for tourism (economic, legal and technical-technological) through the implementation of management functions: planning, organization , adjustment, control and analysis will ensure the effectiveness of the strategy, which is determined by improving the quality of services, attractiveness of tourist facilities, increasing tourist flows, and on this basis by increasing investment in the tourism industry.
