Borysocheva N. Administrative and legal status of the State Aviation Service of Ukraine

The dissertation research clarifies the concepts and features of the aviation industry and the use of Ukrainian airspace. The place of the State Aviation Service of Ukraine in the system of executive bodies has been determined. The peculiarities of the structure of the State Aviation Service of Ukraine and the directions of its activity are analyzed. The content and features of the administrative and legal status of the State Aviation Service of Ukraine are clarified and the following elements are highlighted: target (purpose, tasks, functions, principles); competent (rights and responsibilities, legal liability); structural and organizational. The essence of rights and responsibilities, specifics of legal responsibility of the State Aviation Service of Ukraine, its officials are singled out and analyzed. The international experience of legal regulation of the administrative and legal status of state bodies in the field of aviation and use of airspace is considered. The necessity of adoption of the State strategy of the complex program of development of branch of civil aviation and use of airspace of Ukraine which project is developed and presented in appendices to the dissertation is proved. Other ways to improve the administrative and legal status of the State Aviation Service of Ukraine have been proposed.
