Essay

The dissertation presents a new solution to the scientific problem of ensuring the quality of personnel of machine-building enterprises by substantiating the theoretical and methodological principles and providing practical recommendations for the use of a systematic mechanism for ensuring the quality of personnel of machine-building enterprises. which, on the one hand, reflect the transition from the actual labor needs (desires, interests, motives) of the employee, realized through purposeful work, directly to management work, which gives a certain result, on the other hand - include the use of purposeful external influences that activate labor efforts of employees, and evaluation of the effectiveness of the enterprise of these measures by: modeling, design, description and implementation of a set of appropriate measures that take into account the advantage of a stable group of motives in the structure of labor specific staff; creating conditions and developing a system of motivation to work, in which the effective work of staff becomes a necessary condition for meeting the important, socially conditioned needs of the employee and the formation of a stable positive motivation to work. In order to assess the effectiveness of the mechanism for ensuring the quality of personnel of machine-building enterprises developed an improved comprehensive assessment of the effectiveness of the mechanism for ensuring the quality of personnel of machine-building enterprises, which includes the following actions: analysis of intangible motivation by survey, analysis of existing wage distribution. methods, analysis of indicators of a new series of distribution, correlation analysis of the dependence of labor productivity on motivational factors, construction of the calculated regression equation, establishment of technical and organizational constraints on labor productivity growth and factor characteristics, calculations of expected value, comparison of new and existing quality assurance systems, economic effect calculation, adoption or adjustment of the quality assurance system. The cyclical model of personnel quality assurance has been improved, which provides for: detailed study of the internal and external environment; development of the strategy of the machine-building enterprise; identification of incentives that encourage employment of the company's staff; formation of groups of motives (activity and quality of the employee has a direction that corresponds to the group of motives that prevails); identification of staff needs that can be met through employment; assessment and control of strategy implementation, efficiency of the system mechanism for ensuring the quality of personnel of machine-building enterprises; adjustment of motives, incentives, measures. In order to improve the comprehensive assessment of the quality of personnel developed: identified system of quality markers of personnel of the machine-building enterprise: working conditions, material incentives, intangible incentives, social security, external environment, with the definition of relevant components and indicators by which they are identified and calculated; a comprehensive system of indicators that allows you to assess measures to improve the quality of not only staff but also the machine-building enterprise as a whole. Detailed methodical and practical recommendations on realization of the concept of the system mechanism of quality assurance of the personnel of the machine-building enterprises are formulated and substantiated.
