The scientific principles of enterprise development as an open socio-economic system are generalized. Theoretical and methodological aspects of the concept of enterprise development strategy are studied. The essence and features of the development of tourist infrastructure enterprises at the present stage are determined. Diagnosis of the level of development of tourist infrastructure enterprises of Ukraine is carried out. The environment of functioning of the enterprises of tourist infrastructure of Ukraine is analysed. The institutional conditions of functioning of the enterprises of tourist infrastructure of Ukraine are investigated. The model of formation of strategy of development of the enterprises of a tourist infrastructure which is directed on formation of favourable conditions for intensification of functioning and transformation of the enterprises of a tourist infrastructure into highly profitable and competitive in the world market competitive modern enterprises is developed. The methodological approach to determining the general level of development of tourist infrastructure enterprises has been improved. The organizational and economic mechanism of formation of strategy of development of the enterprises of a tourist infrastructure at change of conditions of external or internal environment is improved. The strategy of development of the enterprises of a tourist infrastructure is formed. Conclusions are made on the understanding of the concept of strategic development of the enterprise. The essence of the concept of "development strategy" is considered, which is proposed to define as the purpose of the strategy of the entity, the essence of which is to describe its behavior at the level of dynamic strategy change and environment. The reasons of non-dynamic development of tourist infrastructure enterprises are substantiated, namely: insufficient level of provision of economic entities with methodical recommendations on diagnostics and forecasting of development of external environment, imperfection of developed methodological bases on choice of strategy of development of these enterprises, diagnostics and control of system of indicators. The methodical approach on a choice of strategy of development of the enterprises of a tourist infrastructure taking into account influence of tendencies of a tourist branch environment is offered. The study found that to assess the interaction of tourism infrastructure and the environment uses a list of relevant methods and models, but despite the breadth of their application in research, they do not provide a complete quantitative assessment of the activities and development of tourism infrastructure under uncertainty. To solve this problem, a conceptual approach was proposed to identify promising areas of development of tourism infrastructure, taking into account trends in the tourism industry, which, in turn, is an important component of the mechanism for developing a strategy for tourism infrastructure. The organizational and economic mechanism of formation of strategy of development of the enterprises of a tourist infrastructure is offered that allows to consider tendencies of the tourist branch environment and to provide in the near future transition of the enterprises of a tourist infrastructure from one level of managing to more modern - adequate to external conditions. The introduction of the proposed organizational and economic mechanism in the practice of tourism infrastructure companies will ensure the complexity and integrity of strategic management, to trace the relationship of internal organizational management processes and market fluctuations in the tourism sector. The conclusion is made about the need to use the tools of holistic marketing, namely the use of a complex task provided the combination and synergy of all marketing tools operating at different levels of business activity of tourism infrastructure enterprises. It is determined that the main task of the strategy of development of tourist infrastructure enterprises is the formation of conditions for full-fledged activity, namely the creation of an effective system of interaction between all enterprises of tourist infrastructure and the state.
