Essay

The thesis is dedicated to fulfilling the actual scientific and practical task of extending the conceptual principles of, perfecting the methodical support for, and developing practical provisions on organizational support for the efficiency of technologies transfer by enterprises. Based on the theoretical generalization of the conceptual and categorical apparatus of organizational support for the efficiency of technology transfer, a new concept of technology transfer by enterprises has been developed. Technology transfer by enterprises is the creation, dissemination, and introduction into practical commercial activities of a) technological knowledge having an applied nature, and b) experience in processes, production methods and innovative products within the industry, between industries, and between countries. The conceptual principles of the organizational and economic mechanism of interaction between enterprises, developers and innovation infrastructure, which should be focused on the end result, have been improved. The organizational and economic mechanism of technology transfer should help overcome barriers to innovative development. Its ultimate efficiency is determined by the following: performance, or technical and economic level; cost-effectiveness, or the ratio of costs to the extent to which the result is achieved; proficiency, or the timeliness of change, the speed of product diffusion in the market, the sustainability of the innovative business field. Such improvement will increase the level of regulation and efficiency of technology transfer processes. The analysis of the state of using innovative technologies by enterprises shows that the share of expenditures on research and development by Ukrainian enterprises in GDP is less than 1% and their level has been falling over the years. It is determined that due to the fact that a wide variety of situations related to the transfer of innovative technologies by enterprises can arise, all the existing classifications are fragmented, the boundaries between the forms of technology transfer are moving and conditional, and some simple forms of technology transfer are part of more complex ones. Ukraine’s industrial enterprises are analyzed by the forms of technology transfer organization and by the level of their costs. The combined form of transfer comprises the advantages of both the vertical and horizontal forms based on the business model of open innovation, which makes it possible to make careful selection of rational forms and areas of technology transfer based on the enterprise efficiency. A methodical approach to determining efficiency zones of organizational support for technology transfer by enterprises is substantiated, which in contrast to the existing ones is based on the verification of enterprises from different regions according to the level of socio-economic efficiency of organizational support for technology transfer based on cluster analysis. Socio-economic components of the organizational support for the region and enterprises located in it are considered to be the main efficiency features. Methodical support for the timeliness of technology transfer by enterprises is improved. The timeliness of decision-making as for the technology transfer is suggested to be considered in two aspects: a) as a tactical need to follow the logic of production and market situations dominated by natural, competitive and status factors; b) as a strategic opportunity for advanced development and creation of situations able to improve the competitiveness of an enterprise and its products. It is suggested to use restrictions on changes in gross profit in combination with the coefficient of readiness for innovations, taking into account the general coefficient of assets depreciation, the latter being of all forms and types, i.e. physical, first and second forms of moral, functional, and economic depreciation. Restrictions can perform several functions in the transfer of technology made by enterprises. This methodical support for identifying the timeliness of technology transfer by enterprises provides an opportunity to analyze the reserves of an enterprise necessary to accelerate decisions on the start of the transfer. Organizational support tools are developed, and the regulation of the introduction of innovative technologies by enterprises is suggested.
