Lytvyn K. State policy of human capital formation in the innovative development of the national economy

The dissertation reveals the theoretical and methodological principles of studying the concept of «knowledge-intensive economy» by revealing the main components of the category: knowledge, human and intellectual capital, knowledge economy, public policy, national economy development. The analysis of the available methodical approaches to an estimation of efficiency influence the intellectual work results of human capital on innovative national economy development is carried out. Changes in the paradigm of human capital accounting in the production function and the influence of the knowledge factor on human capital productivity and economic development are studied. It is proved that the total factor productivity as part of the production function combines the factors influencing GDP, which are the products of human capital, including in the form of intellectual capital. Considerable attention is devoted to the processes analysis of the human capital formation in the national economy innovative development. The influence of the intellectual labor products of human capital on GDP growth through the total factor productivity is studied. The model of economic dynamics taking into account investments in human capital development is considered.
