The dissertation is devoted to the complex and systematic analysis of administrative and legal regulation of prevention of offenses among minors. The scientific basis of forming the idea of crime prevention among minors is considered and the relevant theoretical and methodological approaches to the study of administrative and legal regulation of crime prevention among minors are formed. The concept and content of prevention of administrative offenses as a component of the system of combating crime are revealed, the conditions and factors of illegal behavior of minors are clarified and the ways to overcome them are determined. An analysis of the genesis and current state of development of administrative and legal norms governing the prevention of juvenile delinquency. The subjects of juvenile delinquency prevention have been identified and their place in the system of ensuring the rights of the child has been established. International standards for the protection of children’s rights in the context of juvenile delinquency prevention are described. The current state of development of the information environment is analyzed and its influence on illegal behavior of minors is determined. Proposals aimed at improving the administrative and legal regulation of juvenile delinquency prevention in the context of modern social change have been formulated.
