Shopsha M. Mechanisms of public management of development of intellectual resources of economy of Ukraine

The dissertation is devoted to the study of scientific and theoretical principles and the development of practical recommendations aimed at improving the mechanisms of public management of the development of intellectual resources of the economy of Ukraine. The conceptual and categorical apparatus of the discourse space on the formation of mechanisms of public management of the development of intellectual resources of the economy of Ukraine through the prism of objective justification of their role at the present stage of economic development is characterized. A number of definitions have been improved, namely: "mechanisms of public management of the development of intellectual resources of the economy" and "intellectual resources". The classification of types and functions of intellectual resources is presented, which specifies their list, allows to identify key factors influencing the performance of intellectual resources of the economy of Ukraine. Peculiarities of using the institutional-functional model of mechanisms of public management of development of intellectual resources of economy are substantiated, in particular: definition of target preconditions for realization of the national strategy of development of economy; permanent improvement of the system of development of intellectual resources of the economy of Ukraine in the conditions of constant increase of threats and limited resources; support for the implementation of innovation processes; commercialization of intellectual property objects based on the functioning of innovative local centers (technology parks, business incubators) and others. The author's classification of mechanisms of public management of development of intellectual resources of economy (normative-legal, organizational-institutional, resource-financial, social-educational and information) is presented. On the basis of generalization of the world practice concerning functioning of mechanisms of public management of development of intellectual resources of economy scientific and practical approaches to its adaptation in Ukraine are formed. The characteristics of mechanisms of public management of development of intellectual resources of economy of foreign countries are defined: complexity at realization of management tools; centralization of public administration; effective legal framework, etc. Perspective directions of formation of modern model of development of intellectual resources of economy of Ukraine are defined.
