The subject of the dissertation is the study of theoretical and methodological principles of efficient public procurement in modern geoeconomics and the development of practical guidelines for their improvement. The paper substantiates the implementation of competitive public procurement in modern geoeconomics interdependent on the procurement procedure in the unified accommodation system. This is the result of the efficient public procurement, provided that the market offers the best products at the lowest price due to its inherent mechanisms. As a result, adaptation of e-procurement in accordance with the World Bank regulations by switching to an electronic format, ensuring competitiveness, maximum involvement of business representatives are recommended. This will save time and budget funds, reduce law and organizational violations, allow to appeal unfair decisions, ensure the rights of all participants, identify the algorithms in action of authorized persons for efficient procurement.
This approach showed the need in the e-procurement mechanism with the improvement of the following components: standardization of a set of requirements, development and implementation of a unified algorithm in action; unification of the appeal procedure; normalization of powers and functions of the Anti-Monopoly Committee of Ukraine. This mechanism will lead to healthy competition, involve international procurement participants, ensure their anonymity, information security, reduce reporting and administration expenses, reduce expenses for procurement participants, customers and the authority, reduce corruption.
The criteria of efficient public procurement are selected, proving, firstly, the need in addition of the following criteria – the geoeconomic logistic factor at the regional level; timely delivery of goods, works and services; warranty service; relevant experience; secondly, the expansion of the subcriteria – combination of quantity/quality depending on successful projects and complexity of competitive procurement; obtaining a quality product at the lowest price; thirdly, the ranking of the quality criterion in each case; fourth, the development of appropriate methods and methodologies, public approval, given the e-procurement system used.
The monitoring of the efficient public procurement is specified, given the institutional interdependence “state – business – civil society”; qualitative and quantitative compliance with the provision of goods, works and services; expediency and economic validity of the decisions made; efficiency evaluations; probable risk index; internal control; compensation mechanisms. This methodology is aimed at identifying inconsistent procedural actions, preventing corruption risks and ensuring the correct use of directives in public procurement at the supranational level and quantitative verification of the use of EU unified public procurement.
Specifics of public procurement in modern geoeconomics for improved organization and functioning of the modern public procurement system in Ukraine is emphasized. This approach at the state level offers a combination of national and regional parameters within national thresholds to optimize logistics, quality of goods, works, services and the rational use and saving of budget funds. At the supranational level – supranational procurement at the international level in case of construction, repair, reconstruction of important infrastructural and social objects, providing social service providers with high-technology equipment. This allows to achieve the relevant absolute efficiency of the process and mechanisms – legal efficiency, economic efficiency, result efficiency, time efficiency.
The following methods of domestic legislation adaptation to European laws and standards are recommended, given the best European experience – improving the optimal use of public funds, auditing legal procurement, achieving public confidence. This approach regulates government orders at three levels of government: international, EU and national legislation.
The following proposals and practical guidelines for efficient public procurement in modern geoeconomics are developed: implementation of e-procurement; controlled and legitimate involvement of government agencies in procurement; changed organization of financial flows with funding product deliveries for credit institutions; public control over procurement expenses due to the implementation of permanent random audits and result publication; optimized division of powers among different levels of the public administration system; formation of a professional development model of public procurement specialists based on the feature structuring of their motivational support.
