Seroklyn L. State regulation of concessions in the national economy

The dissertation is devoted to deepening of theoretical positions and development of scientific-methodical and practical recommendations directed on improvement of the state regulation of development of concession relations in Ukraine for creation of preconditions of maintenance of their efficiency in modern conditions of development. The author generalizes scientific approaches to the disclosure of the economic essence of the concession; scientific and practical principles of realization of the concession mechanism in the system of state regulation of the national economy are covered. The scientific substantiation of the environment of regulation of concession processes in the national economy is deepened. It is confirmed that in the current conditions prevailing in the national economy there is an urgent need to form new approaches to establishing partnerships between public and private sectors of the economy, as well as state regulation of such partnerships. The content of the practical mechanism of the concession from the standpoint of its investment nature, which is realized through the performance of the concession of the main functions in economic development (organizational and administrative, integration, protection and reproduction). The peculiarities of the formation of the environment of regulation of concession relations in the system of state regulation of the national economy, which is focused on creating favorable conditions for investing in the creation and operation of concession facilities, which is focused on creating favorable conditions for investing in the creation and operation of concession facilities for both Ukrainian and foreign participants, ensuring coordinated interaction between partners on the managerial impact on concession facilities. In order to identify opportunities to intensify the use of concessions in the national economy, the sectoral specifics of concession activities in Ukraine are identified, its advantages and possible risk aspects of application are revealed.
