Vasylenko O. State policy in the field of informatization of administrative management.

Object of research: state policy in the field of informatization of Ukraine. Objective is substantiation of theoretical bases and development of practical recommendations on improvement the mechanisms of state policy in the field of informatization of administrative management. Methods: system approach; hypothetical-deductive method of forming the methodology of the thesis research, deductive proof of the proposed research hypothesis; structural and functional analysis; a number of comparative methods; statistical method; prognostic method; theoretical and conceptual method. Results: the scientific task on development of theoretical bases and substantiation of scientific and applied recommendations on improvement of mechanisms of improvement the mechanisms of state policy in the field of informatization of administrative management has been solved. Novelty: the model of public administration based on network principles of interaction the essence of which is to establish communication between the state and public groups through horizontal channels without hierarchical and market principles of interaction has been substantiated; the implementation of foreign experience, types and directions of information policy of foreign countries to ensure the informatization of administrative management has been improved; organizational and methodological support for the preparation and informatization of regional government bodies which includes elements of the institutional approach, as well as the theory of organization and management through a systemic-dialectical model whose feature is the creation of process teams, allocation of functional roles of a manager-trainer and an administrative engineer, and also activation of the use of information technologies at the last stage; in the thesis research it has been further developed: methodological approaches to improving the activities of regional government, which, in addition to known, include the use of informatization as a tool to reform the system of regional government as a whole and its subsystem in particular, considering the region as a quasi-corporation; a practical approach to improving the efficiency of state bodies through automation, which, unlike the existing ones, involves the creation of information and communication architecture for each state body and is a set of documents and models that create a detailed description of current and future state body and plan measures to optimize the interdependencies and relationships between functions, to ensure the implementation of strategic goals and objectives of the state body. Implemented in the activities of: Uman City Council of Cherkasy Region, Cherkasy District Council of Cherkasy. Areas of use: public authorities, local authorities and self-government, public organizations.
