In the dissertation on the basis of the systematic analysis of norms of the current legislation, scientific positions of scientists on administrative law and economy, administrative and legal bases of functioning of stock exchanges are opened, practical ways of improvement of activity of stock market participants and perspective directions of improvement of the current legislation of Ukraine are defined. It is revealed that stock exchanges as a subject of administrative and legal regulation in Ukraine are specially organized platforms of securities circulation, the activity of which is regulated and controlled by authorized state authorities through the use of complex administrative and legal tools in accordance with legislation for optimal functioning and development of stock. market. The normative and legal bases of functioning of stock exchanges in Ukraine as legal and internal organizational requirements and rules of stock market regulation are determined. The administrative and legal status of the National Commission on Securities and Stock Market has been revealed. The administrative and legal tools for the functioning of stock exchanges in Ukraine have been formed. The concept of electronicization as a tool of administrative and legal regulation of stock exchanges in Ukraine is defined. Control and prudential supervision as tools of administrative and legal regulation of stock exchanges in Ukraine are revealed. The administrative responsibility for violation of the requirements of the legislation on the functioning of stock exchanges in Ukraine has been determined. A comparative analysis of the administrative and legal bases of the functioning of stock exchanges is carried out and on its basis perspective directions of improvement of the legislation in Ukraine are formed.
