Bakutin Y. Administrative and legal regulation of the use of technical means of recording offenses

The dissertation provides a theoretical generalization and a new solution to the scientific problem, which is to determine the essence of administrative and legal regulation of the use of technical means of fixing offenses and outline ways to improve administrative legislation, the rules of which regulate legal relations in this area. The historical development of the use of technical means in Ukraine is analyzed. The current state of scientific research is clarified and scientific approaches to the definition of technical means that record offenses are systematized. The content of legislative and by-laws of Ukraine, which regulate the use of technical means of recording offenses, is revealed. The organizational support of use of technical means of fixing of offenses is defined. The general characteristic of the data received as a result of use of technical means of fixing of offenses is given. The conceptual vision of use of the data received as a result of application of technical means of fixing of offenses is formulated. The peculiarities of foreign experience are revealed and the directions of improvement of normative-legal and organizational support of application of technical means of fixing of offenses are offered.
