Essay

The basis of the country's foreign economic activity is its foreign trade, which is carried out in two main forms: exports and imports. According to the results of the study, differences in approaches to the definition of "foreign economic activity" in the legislative field of the state, which significantly affect the effectiveness of foreign economic relations and the results of economic activity in world markets. It is offered: to understand export as export of domestic goods to foreign markets, across the customs border of the state, for the purpose of their realization; under import, the process of purchasing by Ukrainian business entities of goods produced on the territory of foreign entities. State regulation of foreign economic activity involves the creation of certain conditions and mechanisms for the effective development of relations between economic entities in different countries. It is substantiated that the legal regulatory mechanism is necessary primarily to protect domestic producers, especially in an unstable national economy, will encourage further integration of Ukraine into the world community, development of equal and mutually beneficial relations with other countries, increasing living standards and welfare. Ways to improve legal regulation have been identified: to improve and expand the list of measures taken by Ukraine in response to internationally illegal actions and / or unfriendly actions of aggressor countries; make appropriate amendments to the legal norms of the Commercial Code of Ukraine and the Law of Ukraine "On Foreign Economic Activity" on the settlement of disputes. The development of the issue of illegal export-import operations is determined on the basis of the use of bibliographic analysis and visualization of the obtained results for a sample of articles placed in the scientometric database Scopus. The bibliometric analysis allowed us to determine that the research topic is relatively new, as the first article on it was published in 1984, and the increase in publishing activity began in the early 2000s, the peak falls on 2020. A significant number of publications on Illegal import operations have been published by scientists from the United States, the Netherlands and New Zealand, and they form the main geographical clusters. When it comes to studying the issue of illegal import operations, the most productive are scientists from the United States, Britain and Germany.
