Essay

The research is devoted to a comprehensive study of the current problem of theory and practice of state security - identifying the specifics of state interests in EU security policy and formulating proposals for using EU experience to improve the effectiveness of EU-Ukraine security cooperation. It is found that the central element of the legitimacy of state interests is to ensure its internal security. The EU's internal security policy covers most of the threats to human development, as well as some of the external threats, such as international terrorism, transnational organized crime, drug trafficking and illegal migration and international trafficking. Based on the analysis of modern approaches to understanding state interests in the theory and practice of national security law, the essence of this concept is revealed, its main features are identified, the relationship between the concept and the definition of national interests is revealed. On the basis of the selected five main areas of state interest (protection of statehood, territorial integrity, sovereignty, security and economic welfare), their classification is carried out in two areas: the first is the activities of the state related to state security (the first four areas); the second is to ensure the progressive functioning of the economy. The essential characteristics of state security are the balanced state of functioning of the state as a universal political form of government, characterized by sovereign power, political and public nature, aimed at ensuring the protection of state sovereignty, constitutional order, territorial integrity, economic, scientific, technical and defense potential of Ukraine from external and internal threats, intelligence, terrorist and other illegal encroachments of special services of foreign states.
