Essay

The dissertation study developed scientifically based provisions regarding the administrative and legal bases of the activities of the territorial divisions of the National Police in order to ensure the implementation of the constitutional right to peaceful assembly. The work characterizes the implementation of the constitutional right to peaceful assembly as an object of administrative and legal regulation and the subject of administrative activity of the territorial units of the National Police, defines the system of subjects of the implementation of the constitutional right to peaceful assembly and establishes the place of the territorial units of the National Police among them. The principles are revealed and the state of regulatory support for the activities of the territorial divisions of the National Police regarding the implementation of the constitutional right to peaceful assembly is outlined. The administrative and legal status of the territorial units of the National Police as a subject of ensuring the implementation of the constitutional right to peaceful assembly has been determined. The grounds and procedure for the application of preventive and coercive police measures are established, as well as the characteristics of the interaction of the territorial units of the National Police with other subjects of ensuring the implementation of the constitutional right to peaceful assembly during the peaceful assembly of citizens are given. The international standards of police activity during peaceful gatherings have been outlined and the possibilities of their adaptation to the activities of the National Police have been established. The legal guarantees of compliance with the rights of citizens during peaceful assemblies by the territorial units of the National Police are characterized. Practical recommendations on improving the legislation of Ukraine regarding the activities of the territorial units of the National Police in conducting peaceful assemblies, taking into account international standards for the implementation of this right, have been provided.
