Saranov S. Administrative and legal bases for the implementation of public control over the activities of specialized anti-corruption bodies

On the basis of a complex study, the peculiarities of public control over the activities of specialized anti-corruption bodies were revealed, and ways to improve administrative legislation in this area were determined. Theoretical developments, scientific approaches, practical and legal foundations of public control over the activities of specialized anti-corruption bodies were studied; the essence and content of public control in the researched area are disclosed, its legal nature is distinguished; the task of public control is determined, which contributes to the establishment of a democratic society in which the rights and freedoms of a person and a citizen are ensured; the principles, forms, methods and administrative procedures of public control over the activities of specialized anti-corruption bodies are characterized; perspective ways of improving administrative legislation in terms of public control over the activities of specialized anti-corruption bodies are defined. The theoretical-legal approach to defining the object, subject and circle of subjects of public control over the activities of specialized anti-corruption bodies was analyzed, as a result, the author's vision of subjects of public control over the activities of specialized anti-corruption bodies was proposed. It is noted that the main place among the subjects of public control at specialized anti-corruption bodies is given to public councils, which, depending on the organizational and legal status of the specialized body and the specifics of its activity, have their own specific powers and functions that are not inherent to other subjects of such control . On the basis of a thorough legal analysis of a number of projects on public control and the draft Law of Ukraine "On the principles of state anti-corruption policy for 2021-2025" No. 4135 dated September 21, 2020, ways of improving the legal regulation of public control over the activities of specialized anti-corruption bodies have been determined.
