Marushchyn Y. Mechanisms of state regulation of support and development of united territorial communities in Ukraine

Object of research: state regulation of the development of united territorial communities in Ukraine. Purpose: substantiation of theoretical foundations and development of practical recommendations for improving mechanisms of state regulation of support and development of united territorial communities in Ukraine. Methods: hypothetical-deductive; structural and functional analysis; comparative; statistical; prognostic; theoretical and conceptual. Results: an important scientific task was solved, which consists in substantiating the theoretical foundations and developing practical recommendations for improving the mechanisms of state regulation of support and development of united territorial communities in Ukraine. Novelty: for the first time, the strategic directions of support and development of united territorial communities in modern conditions are substantiated on the basis of the identification and theoretical generalization of the main features and trends of the development of the modern territorial situation, transformations and reforms in the state system, economy and social sphere, systematization of the goals of the mechanisms of self-development and state support of municipal associations and local self-government in Ukraine; improved: methodological approach to the phenomenon of developing an innovative mechanism of state regulation of support and development of united territorial communities; the concept of key factors of the financial and economic mechanism of state regulation of support and development of united territorial communities; received further development: areas of legislative regulation of support and development of united territorial communities in Ukraine, and proposals for legal and organizational regulation of this area of ​​state regional policy; systematization of models of organization of support and development of territorial communities implemented abroad. Implemented in the activities of: the subcommittee on regional policy and local budgets of the Committee on Development and Urban Planning of the Verkhovna Rada of Ukraine; Agency of regional development of Khmelnytskyi region. Also, the theoretical provisions of the study are taken into account in the Project of the Program of Economic and Social Development of the Khmelnytsky Region for 2022.
