The Thesis provides a theoretical summarization and a new solution to the scientific task, which lies in clarifying the essence and peculiarities of the administrative and legal status of senior personnel of the National Police, as well as outlining and characterizing its key elements, which made it possible to substantiate a number of proposals and recommendations aimed at improvement the rules of administrative legislation, which establishes the legal basis for the professional performance of heads of police bodies and units. The organizational and staffing structure of the National Police of Ukraine has been characterized as a factor in the formation of its leadership. The essence, content and elements of the administrative and legal status of senior personnel of the National Police of Ukraine have been clarified. The legal regulation of the legal status of senior personnel of the National Police bodies has been characterized and the place of administrative and legal rules among them has been established. The peculiarities of selection and appointment of senior personnel of the National Police bodies have been revealed. The purpose, tasks and functions of the leadership of the National Police bodies have been established. The authority of the management team of the National Police bodies has been identified and disclosed. The essence of the legal responsibility of senior personnel of the National Police bodies has been clarified. The foreign experience of determining the administrative and legal status of the police leadership has been summarized and the possibilities of its implementation in Ukraine have been elaborated. The areas of improving administrative legislation, determining the legal basis for the administrative and legal status of senior personnel of the National Police, have been clarified.
